YOUR telegram No. 7: [Shanghae-Ningpo Railway] Director-General has promised me a memorandum on the subject, contents of which I will telegraph.
He proposes to make a preliminary agreement with us for transfer of the whole original loan to new railway, which will be constructed by Board of Communications in terms of Shanghae-Ningpo agreement. He will then notify Kiangsu and Chekiang bureaux of this arrangement, and give them their choice of acquiescing in it or of agreeing within a specified time to hand back Shanghae-Ningpo Railway to Board of Communications to be constructed in accordance with loan agreement.
Proposal seems to me a good one, and it would, I think, have an excellent effect upon provinces generally. New railway would be a better undertaking than Shanghae-Ningpo one, and the Director-General, with whom I have just had a long conversation, seems to be earnestly anxious to find a solution of the question.
